Cheap off road lights can be had almost anywhere. Be it in trade shows or from your local club members who have spares, getting the most juice and utility from the more inexpensive brands and models requires only a few things. If you know what you’re going to use them for, Xenon and Halogen lights are for more foggy and heavily-wooded areas that require maximum candlepower. Make notes of the watts specifications of the equipment and make sure you compare them with their actual light output. A lot of the cheaper brands consume a lot of energy but do not translate this to actual light output. Basically, get to know the details, get as much information from your buddies from the clubs so you get real-life reviews and make the right decisions.
